Fires in the summer and floods in the winter are two of the natural disasters that hit Albania most often, the coping of which requires a coordinated system of civil protection. For this reason, the Ministry of Defense has decided to make some improvements to the 2019 civil defense law.
Regional civil defense centers will now have more clearly defined tasks. These tasks include coordinating the implementation of policies for disaster risk reduction and civil protection by local civil protection institutions and structures in the relevant region, as well as conducting operations to deal with these emergencies.
Likewise, the regional centers will coordinate the training of personnel and the drafting of civil emergency preparation plans.
Municipalities and the district prefect, in addition to having a primary role in reducing the risk of disasters and civil protection at the district level, also bear the main responsibility. A new task added to the municipalities is the verification of the internal plans for civil emergencies of businesses in their territory and the certification of the compatibility of the internal plans for civil emergencies of businesses with the local plan for civil emergencies.
The operational structures of civil protection, which are engaged in dealing with natural disasters or other disasters, that is, the Armed Forces, the State Police, the Fire Protection and Rescue Service, the Medical Emergency Service and other health service structures, as well as the volunteer service for civil protection, which are trained and certified capacities in accordance with the criteria of the European Civil Protection Mechanism, must create Permanent Emergency Modules Civil.
