Voting is the tool; political representation is the instrument; while the protection and advancement of the rights and interests of the Albanians of this Province remain the broader goal.<\/em><\/p>\n Yesterday, finally<\/strong>, after a long period of efforts, appeals and calls for the unification of the Albanian vote, the Albanian political entities of the Region of Pre\u0161evo, Medveja and Bujanovac have reached an agreement to compete with a joint list in the parliamentary elections of Serbia, announced for October 25, 2026.<\/p>\n Professor Refik Hasani has publicly articulated the initiative for a joint Albanian list since the Council Agreement, on May 20, 2001. Since then, every time the parliamentary elections of Serbia have been held, he has sought the unification of Albanian political subjects, as he has constantly competed in several electoral lists.<\/p>\n He requested that Albanians be represented with reserved seats in the Parliament of Serbia, referring also to the Referendum of March 1-2, 1992 and the Consul Agreement, which was reached in the presence and under the monitoring, supervision and guarantee of the international political and military factor.<\/p>\n Through observations and opinions, interviews, statements, pronouncements and proposals, but also through round tables, debates, studies and statements, he did not stop asking that the Albanians of the Presheva, Medveja and Bujanoci regions compete with a common list, unified around a goal, program and platform.<\/p>\n He has seen this as necessary in order to coordinate, coordinate, harmonize and articulate demands, as well as to place the general interests of Albanians over narrow party interests.<\/p>\n The intellectual Refik Hasani, from Bujanoci, saw the unification of the Albanian vote of this region as a way to increase the number of mandates, to create a stronger Albanian voice in the Parliament of Serbia and to enable cooperation with representatives of other non-majority communities.<\/p>\n He constantly argued that the division into several lists scattered the Albanian vote and weakened the possibility for a greater representation in the Parliament of Serbia.<\/p>\n He has also requested that official Pristina and Tirana change the discourse and narratives used, while the USA, the EU and the UN reflect positively and support such a new approach.<\/p>\n In this context, he has particularly requested the stop of the organized passivation of addresses, which he considers as part of marginalizing and discriminatory practices, as well as proportional representation and protection of the rights of Albanians.<\/p>\n Thus, for Hasan, the joint list was not an end in itself, but a political instrument to increase representation and make the articulation of the demands of the ethnic and autochthonous Albanians of this province more powerful.<\/p>\n He has constantly connected the electoral union with the avoidance of vote distribution and with the possibility to increase the Albanian representation in the Parliament of Serbia.<\/p>\n The achievement of Albanian political parties competing with a single list in the Serbian parliamentary elections constitutes a development with several important objectives:<\/p>\n A.<\/strong> The union of the Albanian political subjects of Presheva, Bujanovac and Medvegja in a joint competition.<\/p>\n B.<\/strong> Maximizing the Albanian vote, avoiding its distribution in several lists.<\/p>\n C.<\/strong> Increasing the parliamentary representation of Albanians in the institutions of Serbia.<\/p>\n D.<\/strong> The creation of a common Albanian voice in the Parliament.<\/p>\n E.<\/strong> The union around a common program and platform and not only around an electoral list.<\/p>\n Political representation should also be used to raise issues related to discrimination, passivation of addresses, official use of the Albanian language, proportional representation and the collective rights of Albanians.<\/p>\n In this sense, Hasan's initiative is conceived as a broader political approach: from the electoral union towards a common platform for the representation and protection of the interests of the Albanians of the Presheva, Medvegja and Bujanovac regions.<\/p>\n Now he also insists on the proposal for the opening of a liaison office within the Office of the Prime Minister of Kosovo, which would be a great help to the evicted, displaced and displaced persons from the municipalities of Presheva, Medvegja and Bujanovac, who are currently staying in Kosovo.<\/p>\n Refik Hasan's public activity is not limited to this initiative. He has continuously committed himself to the reciprocity between Kosovo and Serbia, to the opening of the Consulate of Albania in Bujanoc, to the respect of the Referendum and the plebiscite will of this Province, expressed on March 1-2, 1992, as well as to the respect of the sacrifice in defense of the threshold, dignity and identity.<\/p>\n He has also requested the recognition of the role of the armed struggle of the U\u00c7PMB, which, according to him, protected the graves of the ancestors, as well as the implementation of the Consul Agreement, so that the issue of this province can be raised and presented in international instances, such as the EU and the UN.<\/p>\n With dedication, initiating other projects for the Albanians of this province, he has contributed and was the initiator in the proposal for the approval of the resolution, approved with no. 10-R-003, on April 24, 2026, from the Assembly of the Republic of Kosovo, for the ethnic and autochthonous Albanians who live on their lands in Presheva, Medvegja and Bujanoc.<\/p>\n Publicist Refik Hasani is one of the earliest and most persistent voices that has called for the union of the Albanian political subjects of Presevo, Medveja and Bujanovac in a common list for the parliamentary elections of Serbia.<\/p>\n He has clearly articulated this request and has repeated it over the years, linking the unification of the Albanian vote with the increase in parliamentary representation, the creation of a common voice and the more effective protection of the interests of the Albanians of this province.<\/p>\n He continues to seek without stopping a just and lasting solution, in accordance with the universal principles of human rights, equality before the law and instruments of international law.<\/p>\n He asks not to follow two completely different standards, that is, double standards, because he emphasizes that, above all, this Province has not resolved its political and legal status, which, according to him, constitutes an obstacle for further developments.<\/p>\n Professor Refik Hasani constantly emphasizes that:<\/p>\n <\/p>\n \u201cThe issue of the Region of Presevo, Medveja and Bujanovac is not only an internal issue of Serbia, but a problem that requires attention and a European solution.\u201d<\/strong><\/p>\n Therefore, reaching the agreement of the Albanian political subjects for a single list should serve as a basis for a wider cooperation, based on a common program, a clear platform and a permanent coordination and harmonization mechanism.<\/p>\n If the joint Albanian list succeeds in transforming from an electoral agreement into a common political platform, the next step will not only be the preservation of electoral unity.
