The investigation into the villa has also highlighted a network of people near Balluk and a continuation of suspected abusive relationships, which according to the prosecution date back to 2014.

At the end of April 2026, when judicial police officers entered villa F6 of the “White Rocks” complex in Dhërmi, they found on its walls paintings with the initials of Belinda Balluk's daughter and birthday decorations with her son's name.

On the living room TV, the Netflix app was open with the former deputy prime minister's email address, while user profiles bore her and her children's names.

“Belinda”, “Belenko”, “belen” and “princess Colin” were the names that investigators found recorded on the television.

For the Special Prosecutor's Office, these were just some of the traces of an asset that resulted in other names, but which, according to the investigation, was owned and used for years by Balluku and her family members.

According to a decision for notification of accusations of October 16, 2026, the villa was allegedly benefited by Balluku in exchange for favoring the company “Eurocol” in an Albcontrol tender of 2014, where Evis Berberi headed the Bid Evaluation Commission. Berberi then continued his career in the institutions headed by Balluku, including ARRSH, while suspicions of interference in tenders were also extended to infrastructure contracts, included in the 2025 investigations.

The prosecution alleges that the benefit was concealed through a commission contract in the name of former footballer Igli Tare and a subsequent rental contract with Joana Bushi, former chief of staff and close associate of Balluk.

The investigation is being carried out by special prosecutors Dorina Bejko and Dritan Prençi. The document mainly contains the justification of the accusation against the legal entity “Eurocol” sh.p.k. owned by the businessman Pandeli Carapuli, based on the evidence administered by the investigations for public contracts, suspected hidden wealth and the movement of funds.

For the episode of the villa in Dhërmi, SPAK has charged Belinda Balluk, whom it accuses of money laundering, corruption and concealment of wealth, the administrator of “Eurocol”, Pandeli Carapuli, former football player Igli Tare and Joana Bush for the criminal offense of laundering the proceeds of the criminal offense, in cooperation. The same accusation was also brought against the legal entity “Eurocol” sh.p.k., which the prosecution considers part of the mechanism of hiding the suspected corrupt benefit.

The case of the villa in Dhërmi is part of a wider investigation against the former deputy prime minister Belinda Balluku, who was first accused of alleged abuses with the Llogara tunnel tender and then for a series of procurement procedures in the Great Ring of Tirana.

On October 20, 2026, SPAK charged Balluk with five criminal offenses, including the violation of equality in tenders in nine cases, passive corruption in two different capacities, concealment of wealth in two cases, and money laundering in cooperation, more than once.

In total, the joint file includes 24 accused individuals and companies, including former subordinates of Balluk and businessmen suspected of illegal benefits from public tenders.

Balluku has denied the accusations against her, while the investigations have caused a clash between the prosecution and the socialist majority. In March of this year, the parliamentary majority rejected with 82 votes the SPAK's request to authorize the arrest of the former deputy prime minister.

The communication of the charges against Balluk in October 2026 was not accompanied by a new SPAK request for the removal of her immunity, while the opposition criticized the Prosecutor's Office for what it considers to be differential treatment, seeking explanations for the lack of a new request for the authorization of her arrest.

The tender that preceded the villa

According to SPAK, the history of the villa in the White Rocks complex in Dhërmi starts in 2014, when Albcontrol, the institution responsible for air traffic control, was headed by Belinda Balluku.

In November of that year, the institution opened a procurement procedure for the reconstruction of the technological building, with a limit fund of about 73.9 million ALL without VAT.

Four economic operators participated in the competition, with offers ranging from 48.3 million to 72.4 million ALL. The Bid Evaluation Commission, headed by Evis Berberi, at that time an official of Albcontrol and one of the persons accused in the joint file, disqualified the other three bidders for not meeting the technical and documentary criteria.

The winner was the company “Eurocol”, which submitted the highest offer of 72.3 million ALL without VAT. This tender and the role of Evis Berberi, who continued his career in the institutions run by Balluku, provide a panorama of a decade of tenders suspected of being manipulated, starting in Albcontrol and continuing in the Ministry of Infrastructure and the institutions subordinate to it.

After leaving Albcontrol, Berberi was appointed advisor to the Ministry of Infrastructure and Energy and in June 2021 he took over the direction of the Albanian Road Authority, ARRSH. In this role, according to SPAK's investigations, Berberi followed Balluk's instructions for procurement procedures, including the Llogara tunnel tender and the Tirana Great Ring lots. The communications seized on his phone show that he consulted with the minister about decision-making on large tenders, while a number of smaller tenders for the supervision of works are also being investigated.

The computer examination of the cell phone seized in Barber's apartment served as one of the clues for the investigation. In this case, the data discovered on the mobile showed that the tender criteria were, most likely, drawn up in advance by the private company that would be declared the winner. The decision states that four days before Balluku issued the procurement order, on November 6, 2014, the document entitled “Albkontrolli final criteria (2)” was sent to Berber from the official email address of the company “Eurocol”.

According to SPAK's decision, the conditions emailed by the company were copied verbatim by the Procurement Unit in the official tender documents.

The investigations revealed that one day after the announcement of the competition, the administrator of “Eurocol”, Pandeli Carapuli, and his employee, Fejzi Kodra, exchanged messages on the mobile phone. “Look, the last one was announced. Big”, Carapuli wrote to him, to continue: “Ok, let's start the preparations”.

When two competing companies filed complaints against restrictive tender criteria, Balluku tasked Berber with reviewing the first complaint, and both were dismissed. That same day, Carapuli texted his employee Berber's cell phone number. “This is Vis's number”, he wrote.

At the opening of the offers, on December 8, 2014, “Eurocol” sh.p.k. was ranked last among four competitors, with the most expensive offer. But, according to the investigation, three days later, the commission led by Evis Berberi disqualified the three contestants who had submitted lower prices, using as the reason for the disqualification the same criteria that “Eurocol” had sent by email before the start of the competition.
According to the prosecution, the favoritism continued with the signing of the contract and the payments. Even before the winner was published in the Public Procurement Bulletin, Berberi sent the draft contract to the “Eurocol” company.

The contract was signed by Balluku and Carapuli on December 30, 2014, including a down payment clause of 50 percent of the total value. Just one day later, on December 31, 2014, Albcontrol transferred 43.4 million ALL with VAT to the “Eurocol” account, although the works only started in February 2015.

A year later, in December 2015, through a procedure with negotiation without prior announcement of the notice, where the negotiation commission was again headed by Evis Berberi and had Joana Bushin as a member, Balluku gave the company “Eurocol” an additional contract at the maximum limit of 20 percent, bringing the total value paid by Albcontrol to nearly 102 million ALL with VAT.

According to the prosecution, the procurement procedures and the relationship established between the head of the institution and the company constitute the background of the suspected corrupt benefit that later materialized in the F6 villa.

In its reasoning, SPAK links the benefit to Balluk's decision-making in Albcontrol, referring to the “predetermination, creation of advantages and privileges for the winning company” of the reconstruction tender.

According to the prosecution, the “Begonia” type villa, with a construction area of 103 square meters, a veranda of 34 square meters and a fenced plot of at least 300 square meters, was the irregular benefit that Balluku received in 2018.

“This irregular benefit turns out to have been received by the citizen Belinda Balluku in 2018”, write the prosecutors, referring to the procedure for the purchase of a villa by the former national football player, Igli Tare.
How the villa was hidden in Dhërmi

In December 2018, the “Eurocol” company signed a contract with former football player Igli Tare for the F6 villa in the “White Rocks” complex, at a price of 145,000 euros. Of this amount, according to SPAK, only 70,000 euros were paid, while the expert appraised the property at 420,000 euros at the time of contracting, almost three times the declared price.

The prosecution claims that Tare acted on behalf of Balluk and that the villa was a reward for favoring the builder in Albcontrol's tender. “This asset turns out to have been created as an irregular benefit given by the citizen Pandeli Carapuli, administrator of the company ‘Eurocol’ sh.p.k., in the direction of the citizen Belinda Balluku,” the decision states.

Tare appears as the owner of another villa in the “Green Coast” complex in Palasa, which SPAK also suspects as a hidden asset of Balluk, in another episode of the investigation related to the Great Ring tenders. Tare has denied the accusations through his brother.

In order to hide the ownership of villa F6, according to the prosecution, in May 2022 Tare concluded a lease contract with Joana Bushi, Balluk's former chief of staff for 450 euros per month, an amount that increased to 600 euros in 2024. Investigators also found two documents for the deposit of sums of 5,400 euros each by Bushi into Tare's account, but concluded that the rental relationship it was fictitious.

“To hide this wealth, as a product of the criminal offense of corruption, the citizen Belinda Balluku has used the citizen Igli Tare and her subordinate, the citizen Joana Bushi,” reason the prosecutors.

According to the prosecution, the fictitiousness of the contract is mainly based on the evidence found in the villa, the direct communications of Balluk regarding the construction of the swimming pool, as well as the communications between other persons related to him or employees of “Eurocol”.

They include clear references to the “villa of the boss”, while in one of the cell phones of the experts, photos of a box filled with money in euros were also found, which the prosecution links to the premises of the villa.

The photo was found on the phone of the family's cleaner and had been sent by her husband, who also happens to work at the cottage. It shows a box filled with bundles of 50-euro notes tied with rubber bands. According to investigators, the photo was sent via WhatsApp on July 17, 2021 and the money was “apparently on the premises of villa F6”.

SPAK has included the photograph among the evidence administered for the use of the property and the relationships of the persons related to it, but it does not determine the total amount of money, its origin or the person to whom it belonged.

Meanwhile, in some communications Balluku appears directly. On April 3, 2020, Julian Kelo, former employee of Albcontrol, sent Balluk an email with the subject “Pool”. “Good morning! I'm starting the pool plans,” the email read.

The email was then forwarded from Balluk's address to Viola Haxhiademi, one of the people who followed the works and who, according to the prosecution, had a villa nearby. According to the expertise, the investments and furnishing of the villa, including the pool, were valued at around 9.8 million ALL.

Although the prosecution claims that the villa was profited through corruption, the criminal prosecution for active corruption and violation of equality in tenders in this case is prescribed due to the passing of the five-year period. The statute of limitations has not prevented SPAK from filing charges of money laundering against Balluk and other persons suspected of being involved in this affair./Birn

[38,18,41
248,184,212,204,205
post-10222","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-kosova","category-lajme","category-politike","tag-belinda-balluku","tag-edi-rama","tag-politik","tag-qeveria","tag-shqiperiaimeunike
["GET
